Frank Carter Welsh [AKA Welch] was a short wiry man standing 5 foot 5 inches tall with hazel eyes and brown hair.

He was born on 24 November 1898 in Coalville, Summit county, Utah. His parents were Thomas A. Welsh & Sarah Ann Williams. No formal record was filed at the time of Frank's birth. According to oral history Frank's mother Sarah Ann Williams had a nervous breakdown after his birth and was diagnosed with melancholia but his sister Ethel and Maude claim that this was all due to being overworked and having way too many children.

According to his sister Ethel, Frank left home after their mother died in 1921, however a conflict in this oral history is that I found Frank In San Francisco California in 1915 working for the Naval ship builder, Union Iron as a driller per his WW1 draft registration card # 9769 at which time it listed his address at 306 Minna St, San Francisco California

He married Alice Loretta Smith [B: 24 Dec 1907 in Salt Lake City, Utah] on 6 Jul 1925, [FLH film record # 429121, Reference ID: 47538] and they had 3 children. Their marriage was dissolved 27 February 1936 and he had to be a resident of Wyoming at least one year prior to the divorce, he is was then living in Park county Wyoming. and again his whereabouts was unknown until he worked in a copper mine in Butte, Montana where in approx 1941, as the victim of a mine cave in that almost killed him, he suffered head damage along with losing a eye and all of his teeth. It was reported by his sister that part of his treatment after the accident shock therapy was used on him that may have caused him problems later in life.

However in my research for mines cave in Butte Montana during that time line I was only able to find one: "The disaster was responsible for the deaths of 164 miners. Following an explosion in February 27, 1943 in the Smith Mine, a coal mining property of the Montana Coal and Iron Company at Bear Creek, 74 miners lost their lives." there were only 3 survivors, additional research found that the Foster Mine had a rock slide later the same year.

According to his sister Ethel His family lost contact with him after WW2 approx 1941/2. He married a woman who was 26, he was 42 approx 1939-40, who already had two daughters. It was reported that his wife Hazel Jones deserted him taking her girls and went off with another man. She left him while he was at work, and that broke his heart. At that point he started drinking heavy and stopped caring about anything due to her leaving.

It was reported that after their mother died in 1921, Frank went away and was gone for years, then he would turn up at home for a month or two and then take off again. Most of the time ending up in Seattle. The only photo we had of Frank shows him in Uniform, [by the grainy photo the uniform looks correct for the period but I have not been able to uncover any form of military service as of yet.

He ended up in Seattle, where he was picked up off the streets of Seattle in the early 1950s by the police due to being drunk and malnourished, and unable to care for himself. They took him to Kings county Hospital, and then later to McNeil Rest Home, surprisingly one of his cousins [Mrs. Henry] worked there and she said they would systematically beat the patients, and because of his combative behavior the nursing home said they could no longer keep him, at which time he was committed by court order to Northern State Mental hospital located at 24909 Hub Drive, Sedro-Woolley, WA 98284

Most of his time there he was confused, disoriented and had a severe memory handicap, At admission the attending doctor reported that he looks much older that his age of 55 years old. He was very combative and had fought with other patients and staff, and he was sometime also hit and beaten by other patients, in 1959 he had a stroke that he surprisingly recovered from, the hospital did not expect him to recover. It appears that he may have escaped twice, but he never got very far before they found him in 1962 they moved him to their 24 hour nursing home, it was also reported that he had severe heart disease. On May 30 of 1963 at 8:05 AM they discovered that he had died.

As noted above, his cremated remains were interned in the Rock Springs Cemetery in the Mountain View half and his plot [Block 401 Lot 5 Grave 1] is located in the northwest part of Mayor J. B. Young section of Mountain View. This plot was owned by the family of his sister, Ethel Sawley.
